This one is a really difficult one for me.
On one hand we have what's imo the most beautiful theme of any anime series to date.
On the other, there is an excellent song by one of my favorite bands "the delgados", not to mention that it also falls under the category of beautiful songs. I also really enjoyed both series.
The animated sequences on the last exile ED is very simple yet captivating, I could watch it over and over again, and I have. It matches really well the song.
The one on the Gunslinger Girl OP has some really nice scenes, although girls using all those weapons is kind of contrasting. However those first seconds where Henrietta enters the scene and her walking reflection is shown on the water has always been a favorite of mine, I was really impressed the first time I saw it.

Ah, I just can't decide yet.

"Over the Sky" gets my vote not only for it's top quality with the animation both in character design and background, the tune is quite mellow and catchy. The other one felt too Britpop for me and you've seen one girl with a concealed weapon inside a guitar case, you've seen them all.

"The light before we land" for me.
Hell, it made me buy the whole album back then (The Delgados - Hate, not the Gunslinger Girl soundtrack).
The interesting thing about the Delgados' album is that superficially it sounds like easy listening (what G-Core compared to Britpop) and it can be a good background soundtrack for a calmer kind of party. On the other hand the album's lyrics are very inspiring (at least for me), which makes it also a good thing to sit down and listen to in detail.

I never saw them as brit pop, more like indie rock, but as you said, the lyrics on that album are inspiring, or for me perhaps I'd say thought provoking and melancholic. Seriously an excellent album.
