Somewhere in Europe, in the near future:
Wellness Fascists have assumed power and banned everything that contains chocolate on the grounds that it's bad for your body. Instead the party has introduced health food - tastes like crap but it's healthy!
But there is resistance: People are smuggling cocoa into the country and make cakes and stuff for secret chocolate parties - the Chocolate Underground. The chocolate police arrests everyone who consumes, sells, or owns chocolate, ansd the courts send them to re-education concentration camps, until one day a small revolution breaks loose...

A political allegory. Mild but perceptible. The Feel Good Party could only assume power because of the many non-voters, so the extremists won the day and passed their oppressive legislation. It's nothing big in terms of artwork or anything (like music and Seiyû are nothing outstanding), but it's a nice little piece with a serious message inside.

From the director of Library War (I see a topical connection) and Prince of Tennis, and the character designer of Blue Seed, Ghost in the Shell: Stand Alone Complex 2nd GIG, Hunter X Hunter, Kimagure Orange Road (movie), Please Save My Earth, and Video Girl Ai.
