Review:
Oh Moral Hazard, what purpose does your existence possibly serve? This is yet another of the obviously low budget features made by Hot Storm that must be just so inexpensive to produce that quality is completely irrelevant. Not only does everything comprising this release fall short, from the characters and story to the animation and details, but they’ve even invented a new animation technique. Looping the same scene over and over while continually adding smaller screens of the same scene on top, a technique they loved so much they decided to use it for nearly three minutes in total. Just one of the many unintentionally hilarious aspects of what I’m sure is one big joke on us all. 
 
Not wanting to waste any time with the rhyme or reason for what’s happening, Moral Hazard jumps right into the fray with a school girl being chased by a lecherous, sex crazed man. I suppose the extent of the reason is that she’s a school girl and he wants some sex, but specifics aren’t really important here. She invariably fails to get away as he quickly rips her clothes asunder and begins to have his way with her. Luckily, despite the fact that she has to give him a blow job for a couple minutes, a helpful passerby decides to show this uncouth punk what for and punches him in the face. Bloodied and exposed, the unsatisfied scoundrel quickly runs for the hills while vowing revenge for the loss of his prized school girl. Eternally grateful after being saved and so far not yet defiled, it’s unfortunately a tad premature to count her blessings. For her savior is a recently bankrupted businessman who has nothing else to live for, and seeing this tender young girl clutching the remnants of her clothes to her half naked body is just too much. He resumes where the other man left off, but his time is limited, as the other man is just waiting for an opportunity to take back his lovely prize. And so, for the twenty two minutes of looping slideshow-esque animation, these two men continue to battle one another over the right to rape this poor young woman.       
 
I’m sure reading that doesn’t quite make you think Moral Hazard is going to be hilarious, but, Moral Hazard is hilarious. I found myself laughing at the absurdity of the story, the dreadful animation, the hideous designs, and the simple fact that they must have used a total of about 20 different scenes and just looped the animation to stretch this out as long as they did. I was practically on the floor when, for what must have been the fifth time, they decided to loop a scene while smaller copies of the same scene continually laid themselves over the others. Which is, quite possibly, the greatest animation shortcut yet devised.   There’re really just no redeeming factors here, and only the Japanese track succeeds at not further degrading this release into the bowels of hell. Not even the sex is enjoyable; bogged down by all the problems inherent within its musty case. I mean, how can you make the use of a big yellow bat uninteresting?                
 
There’s no point to watching Moral Hazard. Everything about it is a crime against humanity and unless you are a glutton for punishment find your hentai fix elsewhere. You may, however, get some enjoyment out of it if you find it as hilariously bad as I did.
